REPUBLICAN PARTY OF WINNEBAGO COUNTY
LONG RANGE PLANNING COMMITTEE
RECOMMENDED—FEB. 1, 1993
ARTICLE I - DUES
Section 1. Dues: Membership dues shall be a minimum of ten dollars per calendar year.
ARTICLE II - EXECUTIVE COMMITTEE
Section 1. Executive Committee: The Executive Committee shall consist of those officers listed in Article IV, Section 2 of the Constitution and two (2) members from the Republican Club of Neenah-Menasha, two (2) members from the Oshkosh Area, two (2) members from the Winnebago County Women’s Federation, the Chairman of the Oshkosh College Republicans, the Immediate County Past Chairman and nine (9) members elected at large at the County Caucus to represent all sections of the county.
Representatives shall be certified in writing to the Executive Committee by the duly authorized officers of their respective organizations, Further, any elected partisan Republican officials who are paid members of the Republican Party of Winnebago County shall be allowed to vote at Executive Committee meetings except on matters pertaining to campaign contributions.
Section 2. Voting Quorum: A majority of the members of the Executive committee shall constitute a quorum for the transaction of business at any duly called meting of the Executive Committee. Any vacant position on the Executive Committee shall not be counted for quorum requirements.
Section 3. Special Meetings: Notice of any special meeting of the Executive Committee shall be given at least five (5) days but not more than ten (10) days previously by written notice to all Executive Committee members stating the time, place and purpose of the meeting and by whom called.
Section 4. Vacancies:
Executive Committee: Any vacancy occurring in the Executive Committee may be filled until the next succeeding election of the Executive Committee by the majority vote of the voting members of the Executive Committee.
Standing Committees: Any vacancy occurring in a standing committee shall be filled by appointment of the Chairman of the Executive Committee with the approval of a majority of the Executive Committee.
Section 5 Guests: Guests may attend meetings of the Executive Committee but must recognition from the Chair before they may speak. Guests do not have voting rights.
ARTICLE III - STANDING COMMITTEES
Section 1. Membership Recruitment & Maintenance: There shall be a permanent Membership Recruitment & Maintenance Committee composed of the First Vice-Chairman as chairman and three additional members of the Winnebago County Republican Party. It shall be the function of the Membership Recruitment & Maintenance Committee to develop and implement plans to expand county membership and to set up and implement annual billing procedures which will ensure an accurate and up to-date membership roster.
Section 2. Finance Committee: There shall be a permanent Finance Committee composed of the Finance Chairman, the Winnebago County Republican Party Treasurer, and additional member of the Executive Committee and (2) two additional members of the Winnebago County Republican party. It shall be the function of the Finance Committee to acquire and transmit to the Winnebago County Republican Party Treasurer funds to carry on the activities of the County Party including but not limited to: 1) allocations;
2) budgeting; and 3) dues and fee structures; and to report on its activities at the monthly Executive Committee meetings and the annual Spring Caucus of the Winnebago County Republican Party.
Section 3. Data Base Records Committee: There shall be a permanent Data Base Records Committee composed of the Secretary of the Executive Committee and (2) two members of the Winnebago County Republican Party. Committee chairs and committee members shall be appointed by the Chairman of the Executive Committee with the approval of the voting members of the Executive Committee. It shall be the function of this committee to: 1) Maintain a full membership list complete with appropriate personal information; 2) Issue membership cards when applicable; 3) Provide labels for various purposes; and
4) Make changes to the data base to reflect the new supervisory, assembly and senatorial districts in Winnebago County.
Section 4. Events Committee: There shall be a permanent Events Committee composed of the Second Vice-Chairman as Chairman, and a representative of the Republican Club of Neenah-Menasha, a representative of the Winnebago County Republican Women and a representative of the College Republicans. Vacancies shall be filled in accordance with Title II, Section 2 (B) upon the recommendation of the Chairman of the respective organization in which the vacancy occurred. It shall be the function of the Events Committee to plan and publish, through the newsletter, a county wide events calendar incorporating all annually scheduled events, special events and club activities. Such calendar should include Corn Roast, Lincoln Day Dinner, County Caucus, Sixth District Caucus, etc. It should be published and updated periodically.
Section 5. Awards Committee: There shall be a permanent Awards Committee consisting of the Executive Committee Officers and Chairman of the Lincoln Day Dinner. It Shall be the function of the Awards Committee to select all applicants for award presentations and recommendations and report their findings to the Executive Committee for final approval. It shall also be responsible for establishing criteria upon which shall be based.
Section 6. Public Relations Committee: The Public Relations Committee shall consist of one (1) member of the Executive Committee and three (3) additional members of the Winnebago County Republican Party appointed by the chairman with the approval of the voting members of the Executive Committee. It shall be the function of the Public Relations Committee to: 1) Publish the Winnebago County Republican Party Newsletter quarterly or as special circumstances warrant; 2) Issue media press releases covering various activities such as events, award presentations, special guests or speakers at party activities, party positions with respect to local, state and federal issues and; 3) Issues Radio Public Service Announcements (PSA’s) when warranted.
Section 7. Candidate Recruitment Committee: The Candidate Recruitment Committee shall consist of three (3) members of the organization appointed by the chairman with the approval of the voting members of the Executive Committee. It shall be the function of the Candidate Recruitment Committee to : 1) search out and interview potential persons interested in being candidates for elective offices, ward committee assignments and poll workers; 2) create a conduit and develop guidelines upon which to attract and interview prospective candidates; and 3) establish education and training programs for campaign workers and candidates such as speaker series, symposiums, or conferences.
Section 8. Elections Committee: The Election Committee shall consist of the Second Vice-Chairman as the Chairman of the Committee with six (6) additional members of the Winnebago County Republican Party. It shall be the function of the Elections Committee to: 1) Locate and establish headquarters office; 2) Provide staff to maintain headquarters at the appropriate time; 3) Provide a liaison person/s to coordinate current candidate campaign organizations within headquarters; and 4) Provide for phone banks, absentee balloting, and transportation etc.
Section 9. Additional Committee: The Executive Committee by resolution may designate additional committees, each committee to consist of at least three (3) members of the Winnebago County Republican Party appointed by the Chairman with the approval of the voting members of the Executive Committee. Each such committee shall fix its own rules governing the conduct of its activities, subject to the Executive Committee as requested.
ARTICLE IV - AMENDMENTS
These By-Laws may be altered, amended, or repealed and new By-Laws may be adopted by the members at any regular or special meeting of the organization, or the Executive Committee subject to ratification by the members at the following annual meeting; but no By-Laws adopted by the members shall be amended or repealed by the Executive Committee.
