99-1 CREATING A FILE OF STANDING RESOLUTIONS
(Once a resolution is passed, it remains in the Standing Resolution file until its purpose has been achieved or changing conditions warrant modification or removal by caucus action.).

WHEREAS the intent of a resolution can take years to accomplish and can be easily stored in a computer file for reference as long as it remain current and valid;

WHEREAS a resolution can be removed from the file when its purpose is accomplished or changing conditions warrant modification or removal;

WHEREAS the file can be easily updated following each District Caucus;

THEREFORE BE IT RESOLVED that the Sixth District Republican Party, in caucus assembled, creates of file of Standing Resolutions consisting of resolutions passed by caucus delegates. A standing resolutions will remain active and vital until its purpose is accomplished, or until changing conditions warrant its modification or removal by caucus delegate action.

BE IT FURTHER RESOLVED that the District Secretary shall:
a) maintain the file, including and index of resolutions by title for quick reference, in addition to maintaining full text copies of Standing Resolutions filed by subject matter;

b) will make copies available to County Chairman, on request, and 40 days prior to a district caucus, supply County Resolutions Chairman and the District Resolutions chairman with copies of the file.

c) will revise the Standing Resolutions file shortly after each District Caucus and will mail copies to the GOP State Resolutions Committee, and to all elected GOP officials, and to others as directed by the District Chairman.

e) have printed in each District Caucus booklet the index of Standing Resolutions, and will have available copies of the texts of Standing Resolutions for review by delegates, on request.

WHEREAS Wisconsin farmers should have equal opportunity to compete in the agricultural market with their counterparts in other state but are hampered and disadvantage by artificial, government created barriers;

THEREFORE BE IT RESOLVED that the 6th. District Republican party urges our federal
legislators to increase efforts to remove these barriers .

BALANCED FEDERAL BUDGETS (See Constitutional Amendments-Federal 6c-1)

6B-1 DISPOSAL OF FEDERAL BUDGET SURPLUSES (1997)

WHEREAS the National Debt is a major drain on our economy which wastes needed resources and is placing future generation is debt; and

WHEREAS politicians tend to spawn new spending proposal when "surplus dollars" are said to exist;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled, declares that surpluses be used to reduce the National Debt, with emphasis on redeeming notes held by the Social Security Trust Fund.

6B-2 WASTE OF DEFENSE BUDGET DOLLARS (1997)

WHEREAS wasteful use of precious defense dollars by the military and pork barrel projects by congress have been documented, which impair legitimate defense needs;

THEREFORE BE IT RESOLVED that the 6th Congressional District Republican Party, in caucus assembled, expects strict congressional oversight of defense spending to eliminate wasteful spending.

6C-1 REINSTATE LIMITED CAPITAL PUNISHMENT (1997)

WHEREAS the value society places on the sanctity of human life is reflected in severity of punishment imposed for wrongfully taking human life; and

WHEREAS those incarcerated for life for capital crimes can pose danger for guards
and fellow prisoners.

THEREFORE BE IT RESOLVED that the 6th.District Republican Party, in caucus assembled, supports activating the death penalty in Wisconsin for heinous crimes, and overhauling appeal procedures.

CONSTITUTIONAL AMENDMENTS - FEDERAL (US)
6C-10 BALANCED BUDGET AMENDMENT (1997)

WHEREAS the National Debt drains our economy by consuming resources that would be available for needed programs; and

WHEREAS fiscal responsibility by politicians is lacking as demonstrated by ever increasing deficit spending and whereas some states have demonstrated that requiring balanced state budgets is feasible;

THEREFORE BE IT RESOLVED that the 6th District Republican Party, in caucus assembled, supports a U.S. Constitutional Amendment requiring balanced Federal Budgets and expects legislators to begin the amendment process.

6C-11 REQUIRE A 2/3 MAJORITY TO RAISE TAXES (1998)

WHEREAS overspending by the federal government has translated into a huge federal debt and ever increasing taxes;

THEREFORE BE IT RESOLVED that the 6th District Republican party, in caucus assembled supports a Constitutional Amendment to require a 2/3 majority of the House and the Senate to raise taxes.

WHEREAS the education of children is the responsibility of the parents and the immediate school district and because the exercise of this responsibility is often hampered by Wisconsin Department of Public Instruction’s rules and regulations;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled, advocates an amendment to the Constitution of the State of Wisconsin which will abolish the office of Superintendent of Public Instruction.

6C-21 VOTER INITIATED REFERENDA (1992)

WHEREAS citizens of Wisconsin do not have a direct, official way to champion desired legislation nor a direct way to make null and void unacceptable laws:

THEREFORE BE IT RESOLVED that the 6th. District Republican party, in

Wisconsin Constitution creating a voter initiated referendum procedure.

EDUCATION

6E-1 IMPROVING PUBLIC EDUCATION (1998)

WHEREAS providing a solid, basic education is the responsibility of parents with the support from communities and the state;

WHEREAS lack of discipline and increasing violence, vandalism and use of drugs lead to disruption of the education process;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled:
Seeks to remove the federal government from primary and secondary education, and return authority to the states and communities.

B. Seeks to abolish the Federal Department of Education

C. Supports local control of schools.

D. Directs the Department of Public Instruction and local school boards to reinstate the teaching of traditional morals, ethics, and discipline.

E. Encourages strong disciplinary actions against disruptive students who impede the teaching/learning process/

F. Opposes outcome-based education because it stifles individual striving for excellence and encourages minimum achievement.

G. Advocates reemphasize on reading, writing, mathematics, physical sciences, history, and the social sciences.

H. Urges regular testing and evaluation to insure that students meet basic educational requirements needed for promotion to and to succeed at the next grade or school level.

6E-2 SCHOOL CHOICE (1998)

WHEREAS the cost of education has skyrocketed and school taxes have deprived low and middle income families from choosing private or alternate schools available to high income groups;

WHEREAS private and alternate schools may better meet the educational needs desired by parents and whereas parental choice would improve all schools because of competition for students;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party in caucus assembled, advocates legislation creating a voucher and/or tax credit program to make it economically feasible for low and middle income parents, to choose the public, private (religious), or
alternate schools which they consider best for their children.

BE IT FURTHER RESOLVED that should the Wisconsin Supreme Court declare such a program to be unconstitutional that the State Legislature will be expected to begin the process to amend the Constitution to make the program constitutional.

6E-3 SEX EDUCATION (1997)

WHEREAS the only sure way school aged children can avoid pregnancy, and lessen chances of contracting venereal diseases is t o avoid premarital intercourse; and whereas traditional values encourage sexual self-discipline;

THEREFORE BE IT RESOLVED that the 6th.District Republican Party ,in caucus assembled, urges denial of funding for any sex education program that does not promote abstinence.

6E-4 HOMOSEXUAL AND LESBIAN STUDIES (1994)

WHEREAS some initiative has been shown for the creation of a gay and lesbian study program in our state university system, and whereas a personal lifestyle does not have the body of knowledge to make it a discipline;

WHEREAS such an indoctrination program meant to further "a politically correct idea" would create additional university bureaucracy and increase costs;

THEREFORE BE IT RESOLVED that the 6th. District Republican party, in caucus assembled, directs the legislature to deny funding for any university homosexual/lesbian study program.

6E-15 CAMPAIGN FINANCE REFORM (1998)

WHEREAS several "Campaign Finance Reform" proposals would deny First Amendment free speech rights, such as preventing citizens groups from questioning or interviewing politicians and then making the politician’s views and voting records on issues public during election periods;
THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled:

A. Opposes any campaign finance reform proposals that will diminish First Amendment free speech rights and will consider support of such a restricting proposal by a GOP legislator as a major breach of the GOP platform.

B. Calls for campaign finance reform that allows unlimited campaign spending but requires prompt and full disclosure by every candidate of the source and size of each campaign contribution received.

ENVIRONMENT

6E-20 RESPONSIBILITY FOR ENVIRONMENT (1997)

WHEREAS the protection and responsible usage of the earth and its environments is best accomplished by the various states and its people:

THEREFORE BE IT RESOLVED that the 6th.District Republican Party, in caucus assembled, limit the authority of the Environmental Agency and return the regulation of air and water quality to the states.

FAMILY/ MARRIAGE ISSUES

6F-1 PRESERVATION OF PARENTAL RIGHTS (1997)

WHEREAS the family is the basic unit of society, and it is the natural right and obligation of parents to raise and educate their children; an

WHEREAS governments have been infringing on parental rights;

THEREFORE BE IT RESOLVED that the 6th. District Republican party, in caucus assembled:

A. opposes any and all infringement of parental rights and obligations by any branch of government.

B. insists that parents have access to any government files and records concerning their children, including records, files , and reports held by schools.

C. rejects any UN conventions that infringe on the the Parental rights of citizens and guardians.

D desires explicit legal definitions of " child abuse to prevent parental harassment.

6F-2 SAME SEX "MARRIAGES" (1998)

WHEREAS the traditional family of husband and wife and their natural or adopted children have been the core of our civilization and is recognized as a legal entity

WHEREAS some individuals want to legally interpret family to include any persons or groups living together in the same dwelling

Whereas limited corporate agreements and other living together agreements now exist which address the financial and property concerns of parties living together (whether same sex or not) no valid need exists for legal recognition of so-called same sex marriages to address such concerns.

THEREFORE BE IT RESOLVED that the 6th.District Republican Party, in caucus assembled, direct our elected state and federal officials to preserve the historic definition of family and to disallow any legislative, administrative or judicial attempt to change marriage laws to include so-called same sex "marriages."

Whereas the hidden costs of legalized gambling such as broken homes and squandered savings counter-balance any tax relief benefits;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled, seeks
A. A halt to any further expansion of legalized gambling.

B. Abolishment of the state lottery and Indian Casino gambling.

C. Movement toward restoring a constitutional ban on gambling
GOVERNMENT, FEDERAL

6G-10 MAINTAINING NATIONAL SOVEREIGNTY (1998)

WHEREAS actions by multinational unions are greatly expanding and threatening the sovereignty of individual nations and international treaties;

WHEREAS UN military actions, the International Monetary Fund, World Bank and other international organizations show a shift away from US sovereignty to international authority;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled directs congress to avoid any treaty, agreement, or alliance that would jeopardize the unilateral decision authority of the United States.

BE IT FURTHER RESOLVED that the US reject any UN conventions that interfere with US sovereignty or interfere with the obligations and rights of the parents of US children.

6G-11 REDUCE THE SIZE OF THE FEDERAL GOVERNMENT (1998)

Whereas the spirit of the 9th and 10th amendment is to reserve for the various state those powers not expressly delegated to the federal government by the constitution;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled, advocates the return to the states all powers not expressly delegated to the federal legislative, administrative and judicial arms of the federal government by the Constitution and that existing federal programs not authorized by the Constitution, such as the Endowment for the Arts, and Corporation for public Broadcasting be eliminated.

GOVERNMENT, STATE

6G-25 UNFUNDED STATE MANDATES (1992)

WHEREAS unfunded state government mandates force programs on local governments and create budget and taxation problems for school districts, counties and cities;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled, directs the state legislature to refrain from passing any mandated program that is not state funded.

6G-26 STATES’ RIGHTS

WHEREAS during the past half century the three branches of the federal have assumed
powers not delegated to them by the Constitution, powers which were reserved for the states, a trend which must be reversed:

THEREFORE BE IT RESOLVED that the 6th.District Republican Party, in caucus assembled, calls for the reestablishment of the Constitutional limitations on the federal government, and a return to the states of powers reserved for the states by the Constitution.

6G-35 FOUR YEAR TERMS FOR SELECT COUNTY OFFICER (1999)

WHEREAS increasing the terms of office from two to four year would enhance the management of several county offices while maintaining elective control by the voters;

THEREFORE BE IT RESOLVED that the 6th. District Republican party, in caucus assembled, supports four year terms for the Register of Deeds, Clerk of Courts, County Clerk, District Attorney and Treasurer.

6G-36 PRESERVING ELECTIVE COUNTY OFFICES (1994)

WHEREAS as elected county officials are directly responsible to the voters, a control which voters would lose if county offices became appointed positions;

THEREFORE BE IT RESOLVED that the 6th.District Republican Party, in caucus assembled, stands in favor of maintaining the elective status of county officials

HEALTH ISSUES

6H-1 SCHOOL BASED HEALTH CLINICS (1998)

WHEREAS sexual activity by primary and secondary children can create devastating social and health problems and whereas schools should avoid programs that condone or encourage early sexual activity;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled, supports legislation which would prohibit any school based health clinic from dispensing contraceptives, counseling for abortion, or making abortion referrals.

6H-2 HEALTH CARE REFORM (1994-98)

WHEREAS quality medical care is desired for all persons at economical costs and because governments should not ration or deny health care by deciding who will receive what treatments;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party. In caucus assembled, supports:

A. Changing the tax code allowing all health insurance costs to be tax deductible. (See Tax Reform)

B. Guaranteeing the renew ability and portability of health insurance policies for all insured persons,

C. Providing health care coverage through state-run pools for those unable to attain or afford health insurance elsewhere.

D. Block Medicare grants to the states to create a voucher system
for the poor to enable them to buy health insurance.

E. Eliminating Medicare and Medicaid fraud and waste.

F. Establishing individual and family medical savings accounts.

G. Oppose health care reform proposals that:
include employer mandates.
create regional health monopolies
government health programs that rations health services or denies
care.

6I-1 GROWTH OF RESERVATIONS(1999)

WHEREAS properties have been removed from the tax roles and been converted by the federal government to tribal lands, disrupting community tax bases;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled, opposes any further expansion of tribal reservations by purchase of non- Indian land.

IMMIGRATION

6I-10 CONTROL OF ILLEGAL IMMIGRATION(1998)

WHEREAS we continue to support a well managed and fair immigration program and welcome moral and ethical immigrants into the United States and appreciate their contributions to American life; and

WHEREAS illegal immigration creates social, economic, and educational problems;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus
assembled, support managed legal immigration, but seeks securing our boarders against
illegal aliens and that, except for humanitarian aid, illegal aliens should not be extended
government benefits, aids, and programs which are provided to citizen.

6L-1 RIGHT TO WORK (1998)

WHEREAS mandating the joining or not joining a labor union as a condition of employment violates the individual’s liberty to seek gainful employment and may force the individual, through dues payments, to support political activities with which the individual disagrees;

THEREFORE BE IT RESOLVED that the 6th. District Republic party, in
caucus assembled, directs passage of RIght-to-Work legislation.

6L-2 DISCLOSURE OF LABOR UNION POLITICAL EXPENDITURES (1997)

WHEREAS all politically active organizations should be subject to the same government regulations:

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled, advocates legislation to require labor unions to file the same financial reports required of state businesses.

LANGUAGES

6L-10 ENGLISH AS THE OFFICIAL LANGUAGE (1998)

WHEREAS English has been the de facto language of the United States and the learning of English by immigrants has furthered the "melting Pot" characteristic of the nation by preventing fragmentation of the nation into ethnic language divisions;

THEREFORE BE IT RESOLVED, that the 6th. District Republican party, in caucus assembled, advocates legislation making English the official and legal language of the United States and Wisconsin.

DEPLOYMENT OF US MILITARY FORCES (See National Defense.)

6M-1 WITHDRAWAL OF TROOPS FROM FORMER YUGOSLAVIA (1998)

WHEREAS the effectiveness of creating political stability in a divided nation through long term occupation by US peacekeeping forces is questionable;

THEREFORE BE IT RESOLVED that the 6th, District Republican Party, in caucus assembled, calls for the withdrawal of U.S. forces from the former Yugoslavia, unless unforeseen circumstances arise which would justify a continuation of a US presence.

NATIONAL DEFENSE

6N-1 MAINTAIN A STRONG NATIONAL DEFENSE (1976)

WHEREAS defense of our nation and its citizens and national interests is a cardinal duty of the government of the United States and because nuclear and missile technology is readily available to all in a politically unstable world;

THEREFORE BE IT RESOLVED that the 6th. Congressional District Republican Party, in caucus assembled:

Advocates maintaining our military forces at a level adequate to protect our national interests, by continually upgrading our military equipment and technology and maintaining adequate personnel levels;

B. Advocates the development of the Strategic Defense Initiative to protect
our territorial integrity.

6N-2 DEPLOYMENT OF U.S. MILITARY FORCES

WHEREAS unstable world conditions are increasing requests for the deployment of U.S. military units for peacekeeping duties, which affect our national interests and place our military personnel in jeopardy;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled, supports participation in United Nations peacekeeping and military missions only if:

A. U.S. national interests are involved.

B. Our military units are not placed under foreign command.

WHEREAS pornography is offensive to a majority of citizens, is readily available to children, especially on the internet, is an assault on traditional moral values, and fosters social problems:

THEREFORE BE IT RESOLVED that the 6th District Republican Party, in caucus assembled, supports the maximum restriction of pornography within the Constitutional limits established by the courts.

6R-1 FREEDOM OF RELIGION (1998)

WHEREAS our founding fathers saw the need to protect the religious freedom of the people from government interference by incorporating restrictions into the Constitution;

WHEREAS the term "separation of church and state" is not found in the Constitution but is a court created term which allows government interference with the "free practice" of religion;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus
assembled, advocates the restoration of "Freedom of Religion" as originally intended by the framers of the Constitution, and to rescind government actions that exclude religious expression from public life, including public schools and universities, and to oppose state sponsored exclusion of religious expression from public life.

6R-5 RIGHT TO LIFE (Elective Abortions) (1998)

WHEREAS our founding fathers recognized Life as an inalienable, divine right which the Republican Party has reaffirmed in declaring Abortion, infanticide, and euthanasia as violations of this sacred and basic human right.

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled:

(alternatives to abortion)
A. Directs federal and state legislators to support alternatives to elective abortions, including adoption laws which makes adoption a positive and viable option for birth parents, adoptive parents, and the child(ren).

(legal protection of human life)
B. Directs our federal and state governments to reaffirm the sanctity of all human and reestablish legal protection of life from conception to natural death through legislation and human life amendments.

(funding of abortion/services)
C. Directs our federal and state governments not to directly or indirectly fund elective abortions:
1.by direct aid to persons seeking election abortions.

2. by allowing elective abortions to be performed at
tax supported facilities.

3. by including elective abortions as a standard "benefit" in government health plans. (Abortion riders, if included, should be the financial responsibility of the
individual insured.)

4. by support to agencies or organizations which perform or counsel for abortions.

5. by school based clinics that make abortion referrals.

6R-6 ASSISTED SUICIDE (1999)

WHEREAS the sanctity of human life applies to all humans and the taking of a human life is not an acceptable solution to human problems;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled, directs our legislatures to reject attempts to legalize assisted suicides and so- called "mercy killings."

6R-7 PARTIAL BIRTH ABORTION (infanticide) (1999)

WHEREAS partial birth abortion is non-emergency procedure which the AMA contends in never medically necessary; and

WHEREAS it is a gruesome procedure in which the child is killed during the delivery procedure.

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled directs the federal government and the various states to ban the procedure.

6R-8 FREEDOM FROM FORCED PARTICIPATION IN LIFE ENDING PROCEDURES (1993)

WHEREAS many government employee, pharmacists, and workers in health care find direct or indirect involvement in elective abortions and assisted suicide to be morally intolerable.

THEREFORE BE IT RESOLVED that the 6th. District Republican Party in caucus assembled, insists on legislation to insure that no federal or state employee nor private health care worker be required to perform, participate in, or otherwise facilitate an elective abortion or assisted suicide.

6R-9 RESEARCH UTILIZING HUMAN EMBRYOS AND FETAL PARTS (1999)

WHEREAS unethical Nazi medical research on humans led to federal legislation banning medical research on humans without the consent of the human subject; and

WHEREAS some researchers have utilized brain stem cells harvested from living human embryos who are killed in the process and because of concern of for profit sale of fetal parts;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party, in caucus assembled, calls on federal and state legislators to maintain its regulations concerning medical research on humans.

SOCIAL SECURITY

6S-1 PROTECTING SOCIAL SECURITY FUNDING (1997)

WHEREAS Social Security taxes, which exceed the payment of Social Security benefits, are being diverted into the general fund for non-intended usage’s which place the program in jeopardy;

THEREFORE BE IT RESOLVED that the 6th. District Republican Party in caucus
assembled, endorses the following changes:

A. Protect the Social Security Trust Fund by keeping it separate from the federal budget.

B. Create a trust fund option so individuals can develop protected individual investment accounts and encourage individuals to make additional tax exempt contributions to help increase the account.

TAX REFORM

6T-1 TAX DEDUCTIBLE PRIVATE HEALTH INSURANCE COSTS INCLUDING MAJOR MEDICAL (1998)

Whereas private health care insurance benefits not only the individual but also the nation as a whole;

THEREFORE BE IT RESOLVED that the 6th. District Republican party, in caucus assembled decrees that all privately purchased health insurance be tax deductible, including general and supplemental health care insurance and catastrophic (long term care) health insurance.

6T-2 ELIMINATION OF CAPITAL GAIN TAXES (1998)

WHEREAS A Capital Gains tax is double taxation and a heavy burden on small business, individuals preparing for the future through participation in mutual funds and the stock market, and persons upgrading properties;

THEREFORE BE IT RESOLVED that the 6th. District Republican party, in caucus assembled, supports reductions in Capital Gains Taxes until they are eliminated.

6T-3 TAX REFORM AND REDUCTION (1998)

WHEREAS a complicated and unfair tax code confuses and frustrates taxpayers; and;

WHEREAS more and more citizens are being exploited by higher and higher taxes especially workers, their families, and small business risk takers:

THEREFORE BE IT RESOLVED that the 6th.District Republican Party, in caucus assembled, wants:

A. the current federal income tax system eliminated and replaced by simpler and fairer system, possibly a flat tax or a consumption tax.

B. A reduction in other federal and state taxes such as sales taxes.

C. Legislative restrictions on raising taxes. (See Constitutional Amendments)
